Two factors led to the growth of management development training. The other factor was the introduction of Total Quality Management (TQM) in the 1920s.
With these newfound ideas, and an organizational commitment to quality, the importance of management development training gained momentum. The shift in TQM methodology led to a shift in how management training was approached. Between these two factors, training courses became the accepted thing for older and more experienced managers.
