The civil service in Nigeria has emerged over the years as a crucial pillar for sustainable national development and democratic stability. To underscore this, efforts have been made to reform the Public Service structure, systems and processes with the aim of building a dynamic Public Service providing efficient, qualitative and timely service to the public she serves.
In the words of John Maxwell, everything rise and fall on leadership. Without leadership commitment and push to influence transition from the old to the new, all efforts to improve the Service will be futile, and any little accomplishments so far will be eroded. Paper reforms alone will not bring about desirable change to how things are done unless fuelled by a practical drive in leading the change and influencing transition from the old to the new. This is required to produce a permanent influence and ethical revolution needed to transform the Nigerian public service.
