The Community-Driven Development (CDD) approach to development and poverty reduction aims at creating avenues with safeguards to empower and give voice to groups that are traditionally excluded from the decision-making process, such as the vulnerable groups. Experience has shown that top-down plans and donor-driven investment programmes have not been so successful, and decentralization will not work without vibrant participatory communities and local governments. Given the chance, communities have considerable capacity to plan and implement programmes. By strengthening incentives for participatory development, CDD aims to improve social capital, a much-neglected asset in community structures that can yield high economic dividends. The need for a thorough understanding of the framework of CDD and an examination of the various approaches of mainstreaming it into rural development informed the organization of this workshop. The overall objective of the workshop is to expose participants to Community-Driven Development (CDD) approach as an effective strategy to poverty reduction.
