The two major instruments for mobilizing and managing economic resources are the development plan and the budget. Development plans specify developmental goals, objectives and desired targets vis-à-vis the strategies for their attainment. The budget is the key instrument for translating development priorities into actions and a key instrument for domestic accountability. Whether plans and budgets fulfill this role depends on the existence of sound budget institutions and processes that are participatory and adequately link plans with budgets. This, in turn, depends on the possession of requisite human and institutional capacity for undertaking the various aspects of the plan and budget cycles. The experience in Nigeria however suggests that there is a weak capacity for planning and budgeting at the sub-national levels of government. With the nation’s return to national development planning through the National Vision 20:2020 (NV20:2020) and its associated medium- term plans, there is a need to build and strengthen capacity for participatory planning and budgeting at the State level towards effective implementation of the sub-national components of the NV20:2020. This workshop is therefore designed to expose participants to various tools and techniques for effective  planning  and budgeting  and to sensitise them to key issues in the planning and budgeting process
