Premise: Community based infrastructure in Nigeria are easily spoilt and abandoned soonest after commissioning. In some cases, where the location of the project is not acceptable to a large proportion of the community members, the infrastructure may remain largely unused and/or vandalized. ARMTI’s interaction with community members has shown that community participation is cardinal to the management and sustainability of infrastructure. Therefore, the capacity of programme development stakeholders should be strengthened to involve the target beneficiaries of rural infrastructure in the process of planning, execution, monitoring and evaluation of such infrastructure.

Objectives: This course is designed to enhance the knowledge and skills of participants for effective management of community based infrastructure. Specifically, at the end of the course, participants should be able to:
  • Identify the constraints affecting effective management of community based infrastructure;
  • Highlight the effects of Government and Donor Agencies in their contribution to provide rural infrastructure in the communities;
  • Identify the benefits of training the users of infrastructure for effective management of community based infrastructure; and
  • Promote community involvement in the sustainability of rural infrastructure.

  • Overview of rural infrastructure in developing countries.
  • Management constraints in the development of community based infrastructure.
  • Role of stakeholders in effective management of community based infrastructure.
  • Community participation and ownership of rural infrastructure.
  • Infrastructure and sustainable livelihood.

  • Budgeting and procurement procedures for community based infrastructure.
  • Monitoring and evaluation of community based infrastructure.
Training Methods:
Lecturettes, discussions, group exercises, role-play, case studies etc.
