Government exists usually to improve the living conditions of citizens. Towards this end, it has to incur expenses. It also needs to raise revenues in order to meet the expenditure requirements. Often times, some mismatch exists between government revenue and expenditure. This provides the first reason why expenditures have to be programmed and properly managed, taking into account the limitation of scarce resources. Equally important is that expenditures have to be efficient and effective and should yield the desired impacts for committing them. Towards addressing these issues, the Nigerian government introduced a Medium-Term Expenditure Framework (MTEF) for budgeting at the national level. MTEF is a tool for linking policy, planning and budgeting over the medium term at the government wide level. It is driven by policy priorities and disciplined by budget realities. To ensure sustainability of the initiative, there is a need to continually build the capacities of relevant stakeholders in the economy in the area of public expenditure programming and management. This workshop is, therefore, designed to expose participants to the framework for public expenditure programming and management in Nigeria in order to enhance the management of public funds.
