Many regions across the globe become exposed to different types of natural hazards, each with its own spatial characteristics. During the last couple of decades, the impact of disasters has shown an upward trend causing widespread losses and human suffering. Therefore, directing increased efforts towards disaster risk management with a focus on hazard and vulnerability risk assessment and elements-at-risk mapping has become vital. Earth observation products and GIS have proven to be effective tools for disaster risk management, allowing to carry out hazard and risk assessments at different scales from global to community levels.

This training course has been designed to develop the skills and capabilities of disaster risk management professionals and technical staff in applying spatial information for better DRR.

PROGRAM OBJECTIVES

•Assess spatial data requirements for disaster risk management
•Apply GIS and RS tools for hazard, vulnerability, and risk (HVR) assessments
•Plan DRR interventions by using spatial multi-criteria analysis
•Evaluate the availability of spatial data and appreciate the importance of spatial data infrastructure
•Implement early warning systems on the basis of GIS and RS data
•Employ Participatory GIS at a community level

Module 1

•Basic Concepts and terminologies of RS and GIS in the context of DRR
•International and regional protocols and action plans
•Spatial Information
•Spatial Reference Systems & data integration
•Disaster Risk Management Data sources
•GIS project design and setup
•DRR concepts and frameworks
•Types and Methods for Disaster risk assessment and evaluation
•Cost-Benefit Analysis
•Handling Spatial Information using Quantum GIS, and GPS-based mobile GIS

Module 2

•Spatial data preparation and GIS integration techniques in Microsoft Excel
•Using GIS for disaster preparedness planning
•Elements at risk, hazard, and vulnerability assessment using GIS
•GIS Multi-criteria analysis in vulnerability assessment
•Mapping existing buildings, infrastructure, land use, and critical facilities located in potential hazard areas using GIS and RS

Module 3

•Visualization of risk information (Using QGIS Software)
•Risk mapping and database generation using Excel/QGIS Disaster monitoring: satellite image processing techniques for change detection
•Creating a personal geo-database for GIS emergency support
•Creating a risk map
•Use of GIS and RS in the identification of the extent and magnitude of each hazard

Module 4

•Early warning systems and Information Networks for major hazards
•The use of satellite imagery for disaster relief and recovery
•Using satellite images and aerial photos to locate refugee and internally displaced persons
•Participatory GIS as a tool for DRM mapping
•Using Google Maps and Google Earth in DRM
•Using GIS and RS tools for mapping of urban (social) hazards

Module 5: Hands on Practice and Knowledge Reinforcement

CERTIFICATION

Upon successful completion of the training, participants will be awarded Cynet East Africa Consultancy certificate.
