Monitoring Evaluation Accountability and Learning (MEAL) involves tracking the progress of programs, adjusting, and assessing the outcomes. This MEAL Training program provides participants with the core concepts and practices of monitoring evaluation accountability and learning (MEAL), along with the skills to develop and apply practical tools and approaches for result-based monitoring and evaluation systems. Participants will learn how to use Information Management Systems to enhance the monitoring and evaluation process of their projects, programs, and institutions.

MEAL Training Program Objectives

Participants will get hands on skills in the following areas:

  • Design and implement MEAL strategies, systems, and frameworks.
  • Understand Project reporting through MEAL.
  • Project Initiation, Planning, Implementation Monitoring and Evaluation.
  • Designing M&E Plan Developing M&E systems.
  • Formulating Result based M&E.
  • Monitoring tools, methods and procedures.

Module 1: MEAL fundamentals.

  • MEAL fundamentals.
  • Results approaches: outputs, outcomes, and impact.
  • Relate M&E to your program and project cycle.
  • Identify stakeholders and their differing needs and roles.

Module 2: Results framework.

  • Work with and beyond Log Frames.

Module 3: Theory of Change.

  • Develop different types of logic models.  Approaches to Theory of Change.

Module 4: Log Frames and Results Frameworks.

  • Develop indicators at different results levels.
    • Define your assumptions and risks.
  • Identify means of verification.

Module 5: Gathering data and information.

  • Quantitative and qualitative approaches and  instruments.
  • Data organization, quality assurance and analysis.
  • Design baseline, evaluation and impact studies.
  • Participatory data collection methodologies.
  • Digital and remote MEAL.

Module 6: Reviews and Evaluations.

  • How to use reviews for agile decision making.
  • Using baseline data.
  • Evaluation types and methods.
  • Developing a ToR.

Module 7: MEAL Systems and Plans.

  • Prepare a tailored MEAL plan.
  • The complete MEAL system

Module 8: The learning Organization.

  • Use M&E information and evidence for decision-making.
  • Identify ways to foster a learning culture.
  • Become M&E change agents and champions.

Delivery Method

The program is delivered through a mix of practical activities, theory, group work, and case studies. Training manuals and additional reference materials are provided to participants.

Certification
